This statement is inaccurate:
According to the county, the encampment began with about a dozen recreational vehicles during the COVID-19 pandemic and ballooned into a space accommodating 101 people and 132 vehicles as of Dec. 1.
There have been RV’s parked there well over 6 years.

That’s not true. I have pictures from about 4 years ago that show no RV’s along the waterway. Google maps shows similar if you use their “See more dates” feature.
I used to run over there every week from my house. There were RV adjacent to the 101 overpass in the non-water facing side as far back as when the Smart Train was being built.
I double checked, I have photos of RV from 2018 and I remember them long before that. I amended our statement to 6 years. However, what the county states is still inaccurate…which is the point.
