Healdsburg police arrest and cite 2 homeless residents after finding ‘littered’ encampments

Healdsburg police arrested one homeless resident and cited another Saturday morning after finding encampments with litter near the Russian River, according to authorities.

Healdsburg Police Department officers were patrolling the area east of Memorial Bridge about 10:30 a.m. when they located multiple encampments that were littered with waste and debris, well within 100 feet of the Russian River, according to a news release from police.

The jet ski’s and two more boats have been tagged for removal

Dear Friends of Binford,

The jet ski’s and two more boats have been tagged for removal at the end of Binford Rd by Airport Drive per my request to the MCSD.

I am calling the MCSD today to have the Dodge Van that is up on blocks removed to the left of the entrance of Binford.

The MCSD is doing what they can within the tight restraints that the county has given them.

Fish and Game said they would send wardens out to fix the fences and remove junk from the wetlands area.  So far they have done nothing.

The former Honor Farm at 301 Smith Ranch Road in San Rafael (former Wildcare site too) is an excellent spot for the RV residents.  So far Eric Lucan has not acknowledged this solution or provided any of his own.

We can have a win-win for the environment and the RV residents, however we need our leadership to help.

This morning DPW is working on the berms at the end of Binford at Airport Drive.  We need DPW to put berms up at the beginning of Binford where an RV left and there is room for at least 3-4 RVs.

Subject: Binford Road — Time for action!

Dear Supervisor Lucan,

In light of this recent ruling, it’s time to take action on the mess along Binford Road:

No more excuses. You must act to enforce county laws instead of throwing your hands in the air.

Loose Dogs on Binford Road Novato: Concern about animal neglect etc.

Thank you for your good works with the Marin Humane Society.

I and other residents of Novato are very concerned about the dogs on Binford Road Novato that are under the RV residents care (Binford Rd is the largest unhoused encampment in Marin).

One dog (no photo attached as it was unsafe to take the picture) is sporadically tied to the Fish and Game fence in the rain.

Two dogs (photo attached) were frolicking in the wetlands on Sunday March 27, 2023 disrupting the habitat. Fish and Game have been notified, but have not responded yet.

Another dog (photo attached) was loose on the side of the road where it is a 55mph zone.

The county is aware of the unsafe speed (although they have done nothing so far to reduce the speed limit—no fault to MCSD) on Binford Rd with no shoulder to walk on—or dogs to be on– as the RVs are taking up the space.  I am concerned about an animals being hit and another being cold tied up outside in the rain.

Binford Road Trash Piles and RV Camping – Aug 2020

The following was sent to the City of Novato August 22, 2020 ([email protected])

Why is the city not doing anything about this?  (photo’s attached).

Residents of the area come here to enjoy the wildlife refuge/open space and are faced with trash piles, un-sanitary camping conditions, RV’s and trashed out vehicles all the way down Binford road to the Airport.  Many of these vehicles have been there for more than 2 years without moving, (two that I have first hand knowledge of are clearly identified in the photo’s) and some are now mowing the lawn and putting in garden plots.  Will they be paying property taxes?

This is clearly not covered under the The U.S. 9th Circuit Court of Appeals’ ruling in the Martin v. City of Boise case so I am wondering why this isn’t being addressed by the city

Regards,

The city responded with the following and did nothing further.

From : Alan Bates <[email protected]>

Mr. ___,

Thank you for the email. I certainly agree with your sentiment and opinion. Employees of the City of Novato are working closely to support Marin County with the RV’s parked in their jurisdiction.

Sgt. Alan Bates

Baykeeper Article on the Petaluma River

Updated: On March 17, 2020, Baykeeper further challenged the Regional Board’s flawed plan before the oversight agency, urging the State Water Board to reject the plan as inadequate. Baykeeper’s scientists maintain that the Petaluma River is currently so contaminated with bacteria that people will get sick swimming and paddling in the waters, and our lawyers contend that the plan fails to hold accountable all of the sewage polluters along the River.
