Binford Resident Flying Drone Illegally

Dear Clint and Ed,

Attached is a photo I took on June 10, 2023 of the RV resident who I believe lives in a “bread truck” (Colorado Plates CJK T22) who has his dog tied up to said truck most hours of the day.

I have three other witnesses who saw this individual fly his expensive drone over the wetlands.  Below is the law of flying drones on F&W property.

Petaluma Marsh Wildlife Area is a California Department of Fish & Wildlife property designated for the preservation of wildlife. Drone operations are prohibited on all California Department of Fish and Wildlife properties without a special use permit issued by the Department. California Department of Fish and Wildlife (CDFW) shall not issue Special Use Permits for activities or uses that conflict with the current uses, management or purposes of a department land, would have a significant environmental effect, or would constitute an unlawful use of state resources under Government Code Section 8314. State and federal agencies with proposed projects need to coordinate with the CDFW UAS Coordinator and area managers for project review and approval. Recreational drone use is typically not a compatible activity.

The man with the red flags on Binford Rd still has his personal junk in the wetlands.

As the two of you have failed to fix the fences on Binford Rd and have not responded to my Claim for Damages in over 30 days, I will be seeing you both in court for the dereliction of your duties.  I have ample evidence, and unless there is an amoral or corrupt judge, I will win.

All I have wanted is for the two of you to do your jobs.  Building a cyclone fence would have been appropriate.  Meanwhile our wildlife is being destroyed and F&W is choosing what wetlands to protect and which ones not to.

I cannot sit on my hands while the two of you don’t protect our environment. It just doesn’t have to be this way and it makes me very sad when our government fails us.

I’m an MCBC member and I ride Marin/Sonoma roads all the time. We have a major issue on Binford Road adjacent to Rush Creek Open Space if you are not aware. People (like me) used to be able to ride down Binford on the way to the Airport but over the last few years it’s become impossible to go through there with all the RV’s, people throwing garbage and tacks in the street and generally destroying the open space. Some says it’s a homeless issue, but we have investigated and found it to be a major pollution and access issue. It is now a place to be avoided by cyclists, hikers, and runners and the wildlife are also leaving due to the pollution entering the water on a consistent basis. The County is doing nothing useful to move this trash pile of RV’s and cars to another location although there are many places they can go readily available.. Is this something MCBC can help with?

14 days later and MCBC has not responded to our inquiries. Apparently no one at MCBC is able to answer emails from concerned citizens.

Binford Rd SMART train tracks people walking on them, litter and fences cut

Dear Chief Jennifer McGill,

The good people of Novato are outraged about the lawlessness on Binford Road Novato. It is getting worse and out of control.

It is almost impossible to take photos of the debris on the other side of the road that is being collected, dumped, and stored by the RV residents—- as they have their vehicles parked so close together.  The photo below is of the left entrance of Binford Rd by the SMART tracks.

I have community scouts that have reported to me that Binford Rd residents are walking on the SMART tracks, cutting the SMART fences and littering on SMART property.

Can you have regular patrol on Binford Rd and have your code enforcement pick up the debris and ticket offenders?

We have health and human safety issues on Binford Rd on multiple levels—not to mention the wetlands being destroyed.

We appreciate the MCSD for their patrol on Binford Rd, and I am hoping you can partner with them with public safety.

I am happy to organize volunteers to help you.

Consumer Complaint against Matt Willis and Sarah B. Jones

Dear Sarah and Matt,

In order to be transparent, I am filing the attached complaint against the two of you to the DA’s office today.

Both of you are in dereliction of your duties by allowing human waste to go into the wetlands on Binford Rd (for years), without specific and regulated monitoring of the human waste of residents living there.

Sarah: You have not responded to my last two emails. If you had, I would not have had to file this complaint.  Not responding is not only bad manners but is not doing your job.

I look forward to resolving this matter.

Citizen Letter to Eric Lucan

Subject: Binford litter pick up today

I don’t believe you ventured down to the area between the roadside RV squatters and the water‘s edge today. I did. Several of us did. Needless to say that‘s where we picked up the most trash. There were two tents down there on the shoulder. If memory serves, Martin v Boise allows overnight camping in tents not 24/7 tents. Please see to it that that those tents are removed. Is the county running a KOA?  If so, I’d like to see the EIR that allows it. We saw more vehicles occupied by no one but filled with trash, one filled with tires. Why haven’t these vehicles been towed?

Oh, and one of the scruffier residents wanted to know when the county will weed whack again. Apparently he is worried about brush fires destroying his rent-free space. I’m sure the county will jump right on that. And perhaps the county could erect a sign explaining that Binford Road is not a driving range, unless it is. I picked up the stash of golf balls I found on one of the dirt berms.

Another News Source Completely Misses the Real Issue Due to Lazy Reporting

Ignoring the environmental issues, ABC 7 News reporter Liz Kreutz reports this as a homeless issue without actually doing the work to find out whats really going on here.

The press is ignoring the massive environment issues here and spinning this as a homeless issue continually interviewing the same 3-4 people as if it actually represents the greater population of criminals, drug dealers, and squatters.

Not sure why they even bother to report on this, informed people know what’s really going on.
